First, we would like to thank each of you for support during the last few days regarding the water rate increase that the City of Portales is implementing against the Co-op. At the recent City Council meeting there was some misinformation given regarding the Co-op. In our last letter we gave a POSSIBLE minimum water bill for Co-op customers based on what we could garner was the City’s proposed increase. We have since been able to obtain additional information regarding their passed resolution. During the November 1st City Council meeting, the council voted for a 75% rate increase for the Co-op, with a 25% increase the following year and 12% each year for the next three years, with the ability to look at these increases each year and adjust them. At the December 21st meeting, the council passed a purchase contract that contains an additional $15,000.00 base rate for the Co-op. In the past, the Co-op, like other City industrial customers, did not pay a base rate, we paid for the water that we purchased.
With this additional information the BOD and management have made the following calculations to a minimum (0-3,000 gal) water bill.

The BOD want to make it very clear to each member that this proposed minimum bill is based only on the City’s rate increase and contains no increases for the Co-op’s operation.
