The Roosevelt County Commission met in special business meeting on Tuesday September 14, 2021 at 9:00 a.m. in the County Commission Room with those present being: Commissioner Shane Lee, Commissioner Paul Grider, Commissioner Rodney Savage, County Manager Amber Hamilton, County Clerk Mandi Park, Treasurer Layle Sanchez, Assessor George Beggs, Chief Deputy Assessor Stevin Floyd, GIS Coordinator Johnny Montiel, Detention Administrator Justin Porter, community members Jim Lucero and Shelly Mitchell.

 

Commissioner Dennis Lopez and Commissioner Dixon were absent.

 

Call to Order – Commissioner Lee at 9:00 a.m.

  1. Approval of Agenda:

A motion to approve the agenda was made by Commissioner Grider with a second from Commissioner Lee.  Commissioner Grider-Yes, Commissioner Savage-Yes, Commissioner Lee-Yes.

 

  1. Approval of Payroll and Accounts Payable:

Motion to approve payroll and accounts payable from August 1, 2021 to August 31, 2021 was made by Commissioner Grider with a second from Commissioner Savage.  Commissioner Grider-Yes, Commissioner Savage-Yes, Commissioner Lee-Yes.

 

  1. Public Requests:

Shelly Mitchell stated she has lived on South Roosevelt Road for more than 40 years and the neighboring property has been a problem for many years.  The problem has been worse recently with the tenants of the property moving in junk trailers, and campers. The house does not have water and is not safe for propane.  The campers on the property drain the sewage directly onto the ground. At least one of the campers runs a generator all night long. There are junk cars and other materials that could contaminate the well water. She and her neighbors have made multiple calls to the sheriff’s office in the past. She characterized the frequent, quick, in and out traffic pattern as drug traffic. She said the smell from the property burns her lungs. She stated she does not feel safe in her yard and cannot allow her grand-children to play outside.  She asked the commission for any help they could provide, to keep her neighborhood safe.

 

  1. New Business:
  2. Discussion and Consideration of Order to Roosevelt County Assessor to Impose the Property Tax Rates set by the Department of Finance and Administration for the year 2021: Beggs presented the charts prepared by DFA and reviewed by his office. He also stated the results of the November 2nd election will determine the rate for those tax payers in the Elida School District. Both rate options were presented. Commissioner Grider made a motion to approve the rates as presented with a second from Commissioner Savage. Commissioner Grider-Yes, Commissioner Savage-Yes, Commissioner Lee-Yes.

 

  1. Request for Approval of Summary Replat of Tract 1 and Tract 2 of the Partin Subdivision: Montiel stated Ginger Peterson has requested the replat of tracts 1 and 2. She has met all of the requirement for the requested replat. Mr. Montiel also stated the City of Portales has approved the replat. Commissioner Savage made a motion to approve the summary replat of tract 1 and tract 2 of the Partin Subdivision, with a second from Commissioner Lee.   1. Resolution – Ordinances – Proclamations:
  2. Consideration of Resolution 2021-42 Opposing the New Mexico 30×30 Land Preservation Goal: Hamilton reminded the commission of a similar resolution they passed in June, following the President’s executive order. Ms. Hamilton stated there has not been much information from the President’s office or the Department of the Interior. Commissioner Grider made a motion to approve Resolution 2021-42 opposing the 30×30 land preservation goal, with a second from Commissioner Savage. Commissioner Grider-Yes, Commissioner Savage-Yes, Commissioner Lee-Yes.

 

  1. Media Communication: There was no media present at the meeting.

 

  1. Adjourn: The meeting was adjourned at 9:14.
