The Roosevelt County Commission met in regular business meeting Tuesday, December 3, 2019, at 9:00 a.m. in the County Commission Room in the Roosevelt County Courthouse with those present being: Commissioner Paul Grider, Commissioner Matthew Hunton, Commissioner Dennis Lopez, County Manager Amber Hamilton, County Attorney Randy Knudson (joined the meeting at 9:27 a.m.), Clerk Stephanie Hicks, County Services Specialist Mandi Park, Treasurer Layle Sanchez, Lt. Javier Sanchez, RCDC Administrator Justin Porter, RCCDC Director Bill Hendrickson, Lloyd McCargish, New Mexico News Staff Writer Mathew Brock. Absent was Commissioner Tina Dixon and Commissioner Lewis Shane Lee.

Approval of Agenda:
Motion to approve agenda was made by Commissioner Grider with a second from Commissioner Hunton. Commissioner Grider-Yes, Commissioner Hunton-Yes, Commissioner Lopez-Yes.
Approval of Minutes:
Motion to approve minutes of the November 19, 2019 regular meeting was made by Commissioner Grider with a second from Commissioner Lopez. Commissioner Grider-Yes, Commissioner Hunton-Yes, Commissioner Lopez-Yes.
Approval of Accounts Payable/Payroll:
Motion to approve Accounts Payable and Payroll for October 1-31, 2019 was made by Commissioner Grider with a second from Commissioner Hunton. Commissioner Grider-Yes, Commissioner Hunton-Yes, Commissioner Lopez-Yes.

Elected Officials/Department Heads Report:
Sheriff: Lt. Sanchez stood for questions, however, there were none.
Treasurer: Treasurer Sanchez reported as of October 31st the general fund had a balance of $1,017,000; as of November 1st the balance of all county monies is $3,253,088.89. She will be reinvesting soon.
Detention: Administrator Porter reported currently they are housing 77 detainees (57 males & 20 females) with 9 being from out of county. Total number of bookings for Oct was 81, with 84 releases. Billing for Oct was $10,145. During Nov meeting the RCDC systems was down. Administrator Porter updated the commission for the November’s meeting: Oct bookings were 81, with 73 releases. Billing for Sept was $8,717.50. Current Facility Update: maintenance is moving along, the laundry room project is moving forward, Securus came in to survey the building (this is for the tablet project for detainees), road dept. has finished the visitation road and parking lot, and maintenance dept. continues to replace lights with LED lightening throughout the building. Lt Vigil and Officer Clasen attended Controlled Force (defensive tactics instructor course) and graduated last week. Since the approval of the pay increases, RCDC has hired 7 officers. They have 5 officers currently at the academy & 2 more officers to begin on Dec 9th, and one applicant going through the background process at this time.
Road: Manager Hamilton reported weather permitting 3 miles of S RR 8 from Hwy 206 – to Hwy 88 will be completed, portion of S RR T was repaired along with being fog sealed, completed RR 19 and RR AP out of Elida. Next the county will contract for painting and striping the parking lot of the Extension Building.
Manager: Manager Hamilton reported they had a meeting CAFB concerning the Sundale Valley road. A representative from CAFB should be here as soon as the next meeting for road work approval. RFP’s are ready to be released. Next meeting will be followed by the Road Workshop and the annual tour of RCDC.
Commissioners: Commissioner Lopez congratulated the Portales Rams football team for winning the 4-A State Championship. Great job and hard work from the coaching staff and the players.
New Business:
a. Discussion and Consideration of Additional Capital Requests Commission Prioritized with FY20 Budget: Road Dept.: 2 vehicles, 2 patrol units, courthouse: ice machine, fairgrounds: pavilion roof. The commission directed for one fleet for the road dept., one patrol unit and one admin unit to be presented in a budget adjustment at the next meeting.
b. Discussion and Review of the 2020 Capital Outlay Priorities: Several HVAC Units, RCDC: roof replacement, courthouse: leaking under front porch & all outside doors. Would like to add the Bonem home as priority #9. Motion to approve was made by Commissioner Lopez with a second from Commissioner Hunton. The Roosevelt County Commission met in a Fleet and Committee Assignments Work Session on December 3, 2019 at 10:00 a.m. with those being present Commissioner Paul Grider, Commissioner Matthew Hunton, Commissioner Dennis Lopez, County Manager Amber Hamilton, Clerk Stephanie Hicks, Lieutenant Javier Sanchez.
Lt. Sanchez requested, on behalf of the sheriff’s office:
1 vehicle remaining for FY20, 2 patrol units for FY21, and the disposal of 3 vehicles. RCSO would like to maintain a rotation of 2 vehicles each year. Stating, last year, several vehicles were in need of replacement, stating the rotation of approximately 2 each year is easier on the budget.
Manager Hamilton requested, on behalf of the road department:
1 loader, 2 pickups and 1 tractor. These will all be replacements at approximately $400,000.
Manager Hamilton read off the current committees and assignments. Discussion was held and a complete list will be presented to the commission for their approval.
