The Roosevelt County Commission met in regular business meeting Tuesday, August 28, 2018, at 9:00 a.m. in the County Commission Room in the Roosevelt County Courthouse with those present being: Commissioner Paul Grider, Commissioner Lewis Shane Lee, Commissioner Dennis Lopez, County Manager Amber Hamilton, County Clerk DeAun Searl, County Attorney Randy Knudson, Treasurer Layle Sanchez, Special Projects Coordinator Carol Acosta-Flores, Assessor George Beggs, Chief Deputy Assessor Stevin Floyd, Tina Dixon, RCCDC Bill Hendrickson, and Eastern New Mexico News Staff Writer Jamie Cushman. Absent was Commissioner Gene Creighton and Commissioner Matthew Hunton.

Approval of Agenda:

Approval of Minutes:
Motion to approve minutes of the 7-24-2018 Regular Meeting and ICIP workshop was made by Commissioner Dennis Lopez with a second from Commissioner Paul Grider. Commissioner Paul Grider – Yes, Commissioner Lewis Shane Lee – Yes, Commissioner Dennis Lopez – Yes.

Approval of Accounts Payable and Payroll:
Motion to approve accounts payable and payroll from July 1, 2018 to July 31, 2018 was made by Commissioner Lewis Shane Lee with a second from Commissioner Dennis Lopez. Commissioner Paul Grider – Yes, Commissioner Lewis Shane Lee – Yes, Commissioner Dennis Lopez – Yes.

Elected Officials/Department Heads Report:
HCAP – Motion to enter Indigent Meeting at 9:02 a.m. was made by Commissioner Dennis Lopez with a second from Commissioner Paul Grider. Commissioner Paul Grider – Yes, Commissioner Lewis Shane Lee – Yes, Commissioner Dennis Lopez – Yes. Special Projects Coordinator Carol Acosta-Flores reported there were 25 claims in the amount of $66,298.93, 20 for approval in the amount of $23,008.09 and 5 to reject in the amount of $43,290.84. Motion to come out of Indigent Meeting at 9:05 a.m. was made by Commissioner Lewis Shane Lee with a second from Commissioner Dennis Lopez. Commissioner Paul Grider – Yes, Commissioner Lewis Shane Lee – Yes, Commissioner Dennis Lopez – Yes. Motion to approve as presented was made by Commissioner Dennis Lopez with a second from Commissioner Lewis Shane Lee. New Business:
a. Consideration of Modification to Organizational Chart – County Manager Amber Hamilton stated the Assessor’s office had an Appraiser I vacant position that was no longer requirednot filled and had spoke with the Assessor and Clerk. A new position that would float between offices where needed would be created. The funds would be transferred from Assessor to Administration and the position would be added to the Administration organizational chart. Motion to approve was made by Commissioner Lewis Shane Lee with a second from Commissioner Dennis Lopez. Commissioner Paul Grider – Yes, Commissioner Lewis Shane Lee – Yes, Commissioner Dennis Lopez – Yes.

Resolutions – Ordinances – Proclamations:
a. Consideration of Resolution 2018-31 Adopting an Infrastructure Capital Improvement Plan – Special Projects Coordinator Carol Acosta-Flores stated the plan presented included the priorities as set by the commission. Motion to accept was made by Commissioner Lewis Shane Lee with a second from Commissioner Dennis Lopez. Commissioner Paul Grider – Yes, Commissioner Lewis Shane Lee – Yes, Commissioner Dennis Lopez – Yes.
