The Roosevelt County Commission met in regular business meeting on Monday December 23, 2024 at 9:00 a.m. in the County Commission Room with those present being: Commissioner Paul Grider by phone, Commissioner Roy Lee Criswell, Commissioner Tina Dixon, Commissioner Dennis Lopez, County Attorney Michael Garcia by phone, County Manager Annette Kirk, Clerk Mandi Park, Assessor Stevin Floyd, Probate Judge Kendall Terry, Chief Deputy Assessor George Beggs, Treasurer Layle Sanchez, Chief Deputy Treasurer Victoria Ramos, Sheriff Javier Sanchez, Chief Deputy Sheriff Bryan Holmes, Commissioner-elect Malin Parker, Human Resources Coordinator Gemma Martin.
Commissioner Savage was absent.
Call to Order – Commissioner Dixon at 9:00 a.m.
Invocation – Commissioner Criswell

1) Approval of Agenda: Commissioner Lopez made a motion to approve the agenda with a second from
Commissioner Criswell. Commissioner Grider-Yes, Commissioner Criswell-Yes, Commissioner Dixon-Yes,
Commissioner Lopez-Yes.
2) Approval of Minutes: A motion to approve the minutes from the December 17, 2024 regular meeting was made by Commissioner Lopez with a second from Commissioner Criswell. Commissioner Grider-Yes, Commissioner Criswell-Yes, Commissioner Dixon-Yes, Commissioner Lopez-Yes.
3) Public Requests: Probate Judge Kendall Terry spoke in favor of the proposed resolution, and asked that the
commission consider each of the proposed options.
4) Resolutions-Ordinances-Proclamations:

Discussion and Consideration of Resolution 2024-43 Setting the Salaries of Elected Officials in Roosevelt
County, New Mexico: Commissioner Dixon opened with an overview of the current salaries of elected officials,
and the resolution 2024-11 adopted in March, which is already in place. There was discussion about the
constitutional amendment passed by voters giving county commissioners the control over the salaries of
elected officials within their counties. Ms. Park presented 3 options, a 7% increase, a 10 % increase and a 14%
increase. Ms. Park stated all are within budget capacity. She stated the 10 % increase is on pace with the
increases seen by non-exempt staff over the past 2 years and the 14% increase is on pace with inflation. After
much discussion, input from the county attorney and input from each elected official present, Commissioner
Lopez made a motion to amend the resolution exempting commissioners from receiving the raises, and
approve the 7% increase for all other elected officials. Commissioner Criswell offered a second and restated the
resolution to be a 7% increase to elected officials exempting commissioners. With no further discussion,
Commissioner Dixon called for a vote. Commissioner Grider-Yes, Commissioner Criswell-Yes, Commissioner
Dixon-No, Commissioner Lopez-Yes.
5) Adjourn: The meeting was adjourned at 10:14 a.m.
