RE: City of Portales – Kilgore & 18th Intersection Project

The City of Portales has procured Constructors Inc. to improve the Intersection of Kilgore & 18th St.
utilizing Capital Outlay monies. The scope of the work includes constructing a concrete box culvert,
backfill/grading, and new pavement. The contractor was initially directed to proceed with work in late
August of 2023 with an initial schedule time of 6 weeks. The contractor then discovered circumstances
that were beyond the control of the City and the Contractor, including marked public utilities that were
mis-expressed along with unsuitable weather conditions for portions of the project. The primary delay of
the project was due to the required relocation of the conflicting public utility lines. But thanks to the
diligent coordination of City and CI personnel with the public utility companies, the conflicting service
lines were relocated, and the project is back to positive progress. Constructors has provided an
anticipated substantial completion date of May 31st, 2024, barring no further unforeseen circumstances.
The City has heard and understands the concern of the Public, and shares their concerns as well. I can
assure you that all reasonable measures are being exerted to ensure a comprehensive completion, that is
achieved in the timeliest manner possible. Constructors Inc. is committed to the efficient completion of
this project as per the City’s direction.
The City apologizes for any inconvenience that this project may cause, and requests patience as the
work is concluded in the coming weeks. We also want to thank the City personnel that have diligently
worked to progress this project to completion for the benefit of the City of Portales.
