PUBLIC COMMENT: The Public has the opportunity to provide comment on subjects regarding City Business, during the public comment period. Speaker’s comments will be limited to three (3) minutes unless the Mayor and/or Councilor(s) requests more information. The time limit is given in an effort to allow public input but also to move the agenda forward in a prompt yet efficient manner. All Speakers must sign in at the beginning of the Meeting. Topics are limited to six (6) speakers per topic.

1. Discussion/Action Item Regarding Stage Three Water Restrictions.

1. Recommendation for Approval of Planning and Zoning Vote for Resolution No. PC-2024-2025-05.
Application for a Summary Subdivision PLAT to Divide the Parcel of Land Addressed as 306
N. Ave. S. Application is Asking for an Exception: That the Easement for the Ingress-Egress Not be Paved
and Privately Maintained. This Was Unanimously Approved by the Planning and Zoning Committee.
2. Recommendation for Approval of Planning and Zoning Vote for Resolution No. PC-2024-2025-06. This is
a Replat at 211/213 S. Main Ave. to Divide Lot into 2 Parcels for Potential Tax and Real Estate Purposes.
This Was Unanimously Approved by the Planning and Zoning Committee.
3. Recommendation for Approval of Planning and Zoning Vote for Resolution No. PC-2024-2025-07.
Requesting a Variance at the Address of 1517 S. Globe Ave. for the Purpose of Building a Fence that Does
Not Meet R-1 Zone Requirements. This Was Unanimously Approved by the Planning and Zoning
Committee.
4. Recommendation for Approval of Planning and Zoning Vote for Resolution No. PC-2024-2025-09 for a
Variance at the Address of 818 N. Avenue O for the Purpose of Adding a Secondary Residence to a
Property in an R-1 Zone. This Was Unanimously for Approval by Planning and Zoning Committee.
5. Intent to Adopt Amendment to Ordinance 688. Required for Update of the National Flood Plain
Insurance to Current FEMA Standards and new Floodplain Maps. Recommended by Planning & Zoning
Commission.
FIRE DEPARTMENT – Chief Cathey
1. Approval of Intergovernmental Agreement (IGA) between the City of Portales and Roosevelt County for
Fire/EMS, Animal Control, Dispatch , and Detention Services.
2. Ratification of the Mayor and Fire/EMS Chief’s Electronic Signatures on the FY 2025
Municipal Fire Protection Fund Distribution Application.
3. Approval Resolution No. 2024-07, Removal of Noncollectable or Unsecured Accounts Labelled “Time-
Barred” to Reduce Amount of Allowance for Uncollectable Receivables of PFD Financial Statements.
