PUBLIC COMMENT: The Public has the opportunity to provide comment on subjects regarding City Business, during the public comment period. Speaker’s comments will be limited to three (3) minutes unless the Mayor and/or Councilor(s) requests more information. The time limit is given in an effort to allow public input but also to move the agenda forward in a prompt yet efficient manner. All Speakers must sign in at the beginning of the Meeting. Topics are limited to six (6) speakers per topic.

a) Action to enter into public hearing.
b) Action to close the public hearing.
c) Action by Council on Application for the Transfer of Ownership and Change of Location of
Dispenser Liquor License for Dawg House.

FIRE DEPARTMENT—T. Cathey, Fire/EMS Chief
1. Request for Approval to Accept a Donation in the Amount of $2,500.00 to the Portales Fire
Department for Exercise Equipment from EDF Renewables.
2. Request for Approval of FY 2026 Local System Improvement Project Grant. Asking approval of
Mayor (or Mayor Pro Tem) and Fire/EMS Chief’s Signatures on the Grant Application.
3. Request for Approval of FY 2026 Vehicle Purchase Grant Application for a New Type 1 Ambulance
to Replace Aging High Mileage Units in our Fleet of Ambulances. Asking Approval of Mayor (or
Mayor Pro Tem) and Fire/EMS Chief’s Signatures on the Grant Application.
COMMUNITY SERVICES—K. McClellan, Director
1. Request Approval of Resolution 2024-44 a Variance for an Off-Premises Billboard Located at 1354 N.
Chicago Avenue. Approval of this Resolution Would Appeal Resolution PC-2024-2025-31, Denied by the
Planning Commission at Their Regular Meeting on October 14, 2024. Appeal Filed in Writing by Kurt
Horan, Managing Member of Fluhman Outdoor Media, LLC, to City Clerk as Allowed by Law.
CITY MANAGER—C. Moyer, City Manager
1. Request Approval of Inter-Governmental Agreement (IGA) Between the New Mexico Economic
Development Department and the City of Portales (COP) Allowing the COP to Act as the Fiscal Agent for
the state LEDA Funds for Enchantment Vineyards.
2. Request Approval of Ordinance 771 Approving an Economic Development Project for Enchantment
Vineyards.
3. Request Approval of the Project Participation Agreement (PPA) between the New Mexico Economic
Development Department and the City of Portales.
