PUBLIC COMMENT: The Public has the opportunity to provide comment on subjects regarding City Business, during the public comment period. Speaker’s comments will be limited to three (3) minutes unless the Mayor and/or Councilor(s) requests more information. The time limit is given in an effort to allow public input but also to move the agenda forward in a prompt yet efficient manner. All Speakers must sign in at the beginning of the Meeting. Daughters of the American Revolution and the Seven Caves Children of the American Revolution in
Urging All Citizens to Display the Flag of the United States—M. Miller, Mayor or V. Cordova, Mayor Pro
Tem.
2. ENMU Department of Public Safety Presentation—Chief Mauldin.
3. 5 Year Service Award—Katherine Rice—V. Cordova, Mayor Pro Tem.

ACTION ITEMS:
COUNCIL: E. Merrick, Council Ward C, Chief Cathey, Interim City Manager
1. Discussion and Approval of Resolution 2024-12 Authorizing and Allowing EPCOR to Explore the City’s
Water, Wastewater, and Reuse Systems being a Non-Binding Agreement and Allowing EPCOR access to
City Data and Facilities in Order to Perform a Detailed Condition Assessment of the Systems.
2. Memorandum of Understanding with ENMU Natatorium Facilities Effective May 27, 2024, Through
August 2, 2024. The City is to Hire and Train a Manager at the Expense of the City With Said Manager to
Hire and Train 12-15 Lifeguards. Tabled at Last Council Meeting with Intent to Return to the Current
Council Agenda with a Rewritten MOU/Agreement.
FIRE DEPARTMENT: T. Cathey, Fire Chief/Interim City Manager
1. Ratification of the Fire/EMS Chief, Interim City Manager’s Signature on the New Mexico Department of
Public Safety Grant Awarded to Purchase New Honor Guard Uniforms. This Award is in the Amount of
$10,791.74.
COMMUNITY SERVICES: K. McClellan, Director
1. Recommendation for Approval of Resolution 2024-13 Approving the Appeal Made to the City Clerk and
City Council Regarding the Application for a Summary Subdivision Plat by Steven and Linda Davis and
Hereby Appeal the Decision of the Planning Commission of the City of Portales. Unanimously Denied by
the Planning and Zoning Committee at Their Regular Meeting of May 13, 2024.
2. Ratification of Grant for $350,000.00 from the New Mexico State Board of Finance to Plan, Design,
Engineer, and Construct a New Animal Shelter in the City of Portales. Grant Agreement #209-210 Signed
by Mayor Mike Miller.
