1. Request Approval of FY 2026 New Mexico Department of Health EMS Fund Act Grant. The PFD
Applies for This Grant Each Year. The Allotted Amount is Based on the Department’s ALS Level of
Service, Call Volume and the Formula Funding Through the EMS Bureau. Asking Approval of
Mayor/Mayor Pro Tem and Fire/EMS Chief’s Signatures on the Grant Application.

COMMUNITY SERVICES—K. McClellan, Director
1. Request Approval of Recommendation from Planning and Zoning Commission for Resolution No. PC
2024-2025-27. A Variance for a Garage That Does Not Meet City Municipal Code Regulations for an
Accessory Building. Unanimously Approved by the Planning Commission at the November 18, 2024
Meeting. This is a Reconsideration of a Previously Submitted Item.
2. Request Approval of Recommendation from Planning and Zoning Commission for Resolution No. PC
2024-2025-32 a Variance for the Purpose of Manufacturing Cannabis Products in a C-2, General
Commercial Zone at the Address of 1301 South Avenue D. Submitted by Enchanted Desert Farms, LLC.

1. Request Approval of Resolution 2024-45 Establishing a Fleet Card Policy for the City of Portales and to
Enforce the Use of a Fleet Card Log.
2. Request Approval of Resolution 2024-46 Updating the Travel and Per Diem Policy for the City of Portales,
Repealing and Replacing Any and All Previous Travel Policies.
3. Request Approval of Resolution 2024-47 Updating the Purchasing Policy for the City of Portales,
Repealing and Replacing Any and All Previous Purchasing Policies.

1. Request Approval of Renewal of the Annual Contract with the Portales Softball Association and its
Agreement with the Recreational Facilities Use.
2. Request Approval of the Annual Contract with the Roosevelt County Little League and its Agreement with
the Recreational Facilities Use.
3. Request Approval of the Senior Center Contract Between the City of Portales and the Senior Center Non
Profit, Codifying What the Senior Center will Provide in Exchange for City Funding.
4. Request Approval of Resolution 2024-48, the Open Meetings Act Resolution and the City Council Meeting
Schedule for Year 2025.
