THE PUBLIC IS INVITED TO ATTEND THE PORTALES CITY COUNCIL’S MEETING TO BE HELD at 5:30 p.m., on Tuesday, August 22, 2023, in the Council Chambers in the Memorial Building, at 200 E. 7th Street, Portales, New Mexico. b. Planning & Zoning – Request for Approval to Declare 820 E Elbe St a dangerous property, by Resolution # 23-24-11. There have been no improvements on this property, the 90 days expires on October 16, 2023.
c. Planning & Zoning – Request for Approval to Declare 824 E Elbe St a dangerous property, by Resolution #23-24-12. There have been no improvements on this property, the 90 days expires on October 16, 2023.
d. Airport – Request For Approval for Authorization To Release RFP And Enter Into Contract Negotiations for Professional Engineering Services of On-Call Engineers for The Portales Municipal Airport.
e. Airport – Request for Approval for the grant offer for AIP Project No. 3-35-0061-028-2023 for a total of $89,092 from the FAA to “design NAVAID improvements.

b. Discussion/Action Item – Request For Approval For A Change to The City Personnel Policy to Allow For Overtime to Be Worked at a Double Time Rate of Pay to Encourage Officers to Participate in The Traffic Safety Grants.

10. CITY MANAGER: – S. Austin
a. Request for Approval to renew American Tower Agreement, Site location is 301 S Avenue C. – S. Austin, City Manager
b. Request for Approval of the New Mexico Gas Company Commercial Site Lease Agreement. – S. Austin, City Manager
c. Request for Approval of Roosevelt County Community Development Corporation (RCCDC) Funding Request for $50,000 from Local Economic Development Authority (LEDA) Funding and $10,000 from the City. – S. Austin, City Manager
VIII. PUBLIC INPUT for Which no Action will be taken – Any matter not known about, or which could not have been reasonably foreseen prior to the time of posting of the agenda. This agenda item is for informational purposes only.
1. Public comments will be limited to three minutes per speaker; limited to one presentation per meeting, and no more than six (6) speakers on each subject.
2. Councilors will not respond to comments or answer questions to avoid any violation of the Open Meetings Act.
3. Direct any questions or requests for information to the City Manager in writing during regular business hours.
