CITY COUNCIL, CITY OF PORTALES, NEW MEXICO

THE PUBLIC IS INVITED TO ATTEND THE PORTALES CITY COUNCIL’S MEETING TO BE HELD at
6:30 p.m., Tuesday, February 15, 2022, in the Council Chambers, at 200 E. 7th Street, Portales, New
Mexico. Face masks required for the safety of attendees in accordance with Governor LujanGrisham’s health mandate. Questions, requests, or comments from citizens should be submitted in writing
to the City Clerk or City Manager by 4:00 p.m. a day prior to the meeting. Contact information for both officers

(D)Ratification of the Finance Department’s January 2022 Report on Payments – M. Rapp,

(E) Approval to Release a Request for Proposals (RFP) and Negotiate a Contract for
Professional Engineering Services for the Portales Wellfields Improvement Projects
– J. DeSha, Public Works Director/C. Weems, DC/Interim CPO.
(C) Notice of Intent to Adopt Ordinance No. 756, Ordinance Providing for Safe and Anonymous
Surrender of Infants Providing Safe Devices for Surrender, Under Certain Conditions of
Infants not more than Ninety (90) Days of Age, Without Criminal Prosecution for
Abandonment or Abuse of a Child and Allowing the Installation and Operation of the Same
– T. J. Cathey, Fire Chief/S. Austin, City Manager.
(F) Approval to Destroy Outdated Records in the Fire Department described as EMS Runs from
2009 to 2010 and Accounts Paid In Full from 2014, 2015 & 2016 – T. J. Cathey, Fire Chief.

(H) Public Input for Which no Action will be taken – Any matter not known about, or which could not
have been reasonably foreseen prior to the time of posting of the agenda. This agenda item is for
informational purposes only
1. Public comments will be limited to three minutes per speaker.
2. Individuals will be limited to one presentation per meeting, and there will be a
maximum of six (6) speakers on each subject.
3. To avoid any possible violation of the Open Meetings Act, the Councilors will not
respond to comments or answer questions.
4. Questions or requests for information in writing should be directed to the City Manager
during regular business hours.
