The Roosevelt County Commission met in regular business meeting Tuesday, October 16, 2018, at 9:00 a.m. in the County Commission Room in the Roosevelt County Courthouse with those present being: Commissioner Paul Grider, Commissioner Gene Creighton, Commissioner Matthew Hunton, Commissioner Lewis Shane Lee and Commissioner Dennis Lopez, County Manager Amber Hamilton, County Clerk DeAun Searl, Chief Deputy Clerk Stephanie Hicks, Treasurer Layle Sanchez, Sheriff Malin Parker, Lieutenant Javier Sanchez, RCDC Administrator Justin Porter, Road Superintendent Ricky Lovato, Assessor George Beggs, Chief Deputy Assessor Stevin Floyd, Appraiser Jerry Desha, GIS Technician Johnny Montiel, Duward Dixon, Tina Dixon, Jack Chatfield, Bill Hendrickson, Patrick Kircher, George Dodge Jr, Andy Nials.

Public Requests:
District 63 Representative George Dodger Jr stated that the current budget looks much better than the previous year’s budget and he is working toward paying back the monies that were taken from state entities and also a firm believer in having a strong 20% reserve. Complimented Roosevelt County for all the steps taken to get the budget crisis into the positive functioning budget currently adopted. Monies for capital outlay and infrastructure are also a priority.
Sheriff Malin Parker stated that there are 14 counties with evidence technicians with 3 unaccounted for.
Informational Items:
A. Introduction of NM Representative District 67 Candidate Jack Chatfield – Jack Chatfield introduced himself and gave a quick biography.
B. Bi-annual update from Extension Office – Patrick Kircher stated the 4-H was recognized as Volunteer of the Month by the Chamber of Commerce for bringing back the pork chop breakfast to the county fair. 4-H agent Ryan Craig was recognized as Outstanding 4-H Agent for the state of NM. On November 14th Tiffany Dowell spoke in an estate planning workshop in Clovis that was well attended. On December 5th the Extension Office will be hosting Private Applicator Renewal Workshop that is good for all 5 renewal credits. There is a Dryland sorghum trial north of Clovis in evaluating the Sugar Cane aphid tolerance. Carol Calderon works in school and senior outreach with great success.
Elected Officials/Department Heads Report:
Detention – RCDC Administrator Justin Porter reported 73 total inmates 65 males and 8 females, with 8 from other counties. He reported in April they booked in 134 inmates and released 131 which is above average. Total billed for August is $3052.50 to City of Portales, $9,230. To Colfax County and $525 to the US Air Force for a total of $12,807.50. He reported $5,000 value of inmate labor. Two officers have just completed the academy and one in the Academy now. NMAC performed a safety inspection and found 2 minor findings which have been corrected. The NMAC Special Management Inspection also found one finding that is procedural, which is to take minutes in the meetings. The sally port door has been replaced and is now functioning. A tour of the facility by the ENMU Justice League will take place in November.
Healthcare – Motion to enter Indigent Meeting at 9:30 a.m. was made by Commissioner Dennis Lopez with a second from Commissioner Lewis Shane Lee. Commissioner Paul Grider – Yes, Commissioner Gene Creighton – Yes, Commissioner Matthew Hunton – Yes, Commissioner Lewis Shane Lee – Yes, Commissioner Dennis Lopez – Yes. County Manager Amber Hamilton reported there were 30 claims in the amount of $22,458.02. Motion to come out of Indigent Meeting at 9:31 a.m. was made by Commissioner Dennis Lopez with a second from Commissioner Matthew Hunton. Motion to approve 30 claims as presented was made by Commissioner Lewis Shane Lee with a second from Commissioner Dennis Lopez. Manager – County Manager Amber Hamilton reported a letter of appreciation had been received from the Portales Bus Providers recognizing Ricky Lovato and the road crew for the hard work and dedication. The audit has wrapped up and now the work of finalizing the report is being performed. Approval to restore the front steps back to stained concrete has been granted by the historic society. The tile work was not part of the original design. Restrictive housing has been a hot topic in the news around the state, Roosevelt County meets and exceeds the expectations of 2 hours. Awards of exceptional service were given to Appraiser Jerry Desha and County Clerk DeAun Searl.
Commissioners – Commissioner Dennis Lopez thanked County Clerk DeAun Searl for attending the NMAC meeting as his proxy. Commissioner Matthew Hunton asked about S RR 4 chip seal and the weather. Chip sealing can be done in 40 + degree weather with no moisture for 2 – 4 hours after for curing. Commissioner Lewis Shane Lee asked about shredding bar ditches on S RR 8 and 12. Commissioner Gene Creighton thanked the road department for the hard work they had done. Commissioner Paul Grider reported that a meeting with CAFB had opened the door to communications and was well received. Regular quarterly meetings to improve communications with Roosevelt County is the hoped for outcome.
New Business:
A. Consideration of Land Acquisition of Real Property located at 1320 N Boston of 5.85 acres – County Manager Amber Hamilton stated the title policy was not completed at this time and asked to table this item until the November 9th regular meeting. Motion to approve table was made by Commissioner Dennis Lopez with a second from Commissioner Matthew Hunton. B. Discussion of SRR 41 Maintenance / Enhancement – Road Superintendent Ricky Lovato stated Pacific Energy Company had approached him to repair 4 miles of S RR 41 from AE to Z. The energy company would pay for materials. The road is needed for drilling oil activities on state land. Further negotiations are needed at this time.
Contracts – Agreements – Procurement:
a. Request for Approval of Contract Renewal with Trinity Services Group, Inc. for Food Management Services at the Detention Center – This renewal is for the second year of a two year contract with no price increase. Motion to approve renewal was made by Commissioner Lewis Shane Lee with a second from Commissioner Dennis Lopez.
