The Colfax County Commission passed a resolution Tuesday, urging the state legislators to exercise their authority to call an amendments convention under Article V of the United States Constitution.
The Commission pointed to three vital topics that need to be discussed by a convention, and from which amendments can be proposed for ratification by at least 2/3 (38) of the states:
- Imposing Fiscal Restraints on the Federal Government,
- Limiting the Power and Jurisdiction of the Federal Government,
- Limiting the Terms of Office for Officials and Members of Congress.
Article V of the U.S. Constitution prescribes two methods for proposing amendments: (1) Congress by two thirds of both chambers, or (2) the Legislatures of two thirds of the states by calling a convention of all 50 states. In both cases, any proposed amendments coming out of the process would require ratification by 3/4 of the states (38).
Mike Hobbs, a citizen of Colfax County and a leader with Convention of States Action New Mexico, said “We owe a debt of gratitude to the Colfax County Commission for its support of an Article V convention of the states. It is long past time for the states to exercise their authority to constrain the federal government’s wildly irresponsible harm to the people. 19 of the necessary 34 state legislatures have so far passed resolutions calling for a convention of the states, and we in Colfax County are calling upon the New Mexico State Legislature to rise to the occasion. According to the nationally respected Trafalgar Group survey, most Democrats, most Republicans, and most Independents want this.”
The Colfax County Commission is the second to adopt a resolution in support of a NM legislature call for a convention of the states under Article V of the U.S. Constitution. The first was Hidalgo County on May 8th.
