Zion area to the home of Jewel and Elrie Capps, and passed away the morning of Nov. 25, 2022 at Heartland Continuing Care Center.  She grew up in the Rogers community and attended Rogers school all twelve years.  Charlene married the love of her life, Billy J. Foster in Portales on Sept. 22, 1951.

Charlene worked for Farmers Home Administration and Hestand Floral before she was employed with the Portales Public Schools as the secretary at Lindsey School.  Mrs. Foster retired after 26 years.

Charlene was a member of the First Baptist Church in Portales.  Her parents were members of Calvary Baptist Church in Portales, and Charlene accepted Christ and was baptized at the age of twelve.  She and Bill joined the First Baptist Church in 1978.  She was active in her church, and her ladies’ Sunday school class.  She sang with a group of friends called the Sharing Hearts.  The group went to all the local nursing homes and sang for the residents.

Charlene was also an active member of the Pioneer Fair Board, and was named as Pioneer of the Year in 2014.  One of the things she enjoyed doing was to participate in the Mayor’s Cookie Jar Contest at the Roosevelt County Fair.  It consisted of decorating a jar and filling with homemade cookies, which she was very adept at, and she won several times.  Charlene also served on the Rogers Reunion Board, and met monthly with what she called her “Rogers Girls.”  She enjoyed reading, and for several years, she and Bill Square Danced with the Starlight Swingers.

She is survived by her children, Larry and Jane Foster of Midland, TX, Shirley and Michael Prokop of Portales and Ronny and Lee Ann Foster of Portales; nine grandchildren, Jill (Kip) McCall, Jodie (Bryan) Rhodes, Jana (Burl) Dodd, Ty (Jessica) Foster, Tanner (Angie) Foster, Michael (Meagan) Prokop, Travis Prokop, Terra (Tim) King and Kaylee Foster; 17 great-grandchildren and 1 great-great-grandchild; and two sisters-in-law, Wanda Whiteside of Alamogordo, NM and Janelle Foster of Portales.  She was preceded in death by her parents, a granddaughter, Tiffany Renee and by Bill Foster, her husband of nearly 46 years who died Aug. 19, 1997.
